Lost packets > 80%

I have been trying to get a reasonable response from various reflector
sites but to date have been hitting a snag or two..

I can get onto a couple of reflectors (thank you NUS and Oswold College)
from which I receive pretty good sound (NASA is the best for sound) but
almost no video. The frames per second is around .6 sometimes asmuch as
1fps. As I look at the stats coming in it says 80-86 of the packets are
lost.

Any ideas on how to pick up the quality of captured packets?

System 7
Apple link to IP address server
CUcmee 7b5

I had questioned the speed of the link but it would appear the link runs
about 200mhs so should cover the speed. I've tried under high demand and
low demand times on the link network and there is no change in performance.
