To save you from being inundated by responses, I'm copying the entire list.

In short, this is not a bug. It is a "feature" of digitizing on AV Macs.

The long story is that VRAM is shared between the digitizer and your normal
display. Thus, with your display set at millions of colors, you have no
video memory left for digitizing, hence the message from CU-SeeMe. If you
start up Video Monitor or FusionRecorder (in the Apple Extras folder), you
will observe the same results. However, these two programs will display the
error, "The Built-in Digitizer cannot display video while in the current
number of colors."
