No Response from Offsite Reflectors

On Thurday, August 25, around 11:30 EDT, I found myself
abruptly diconnected from the Cornell reflector. Subsequent
attempts to connect to any offsite reflector from my machine,
as well as three others, all end up in the 'No response from
...' message. CU-SeeMe through an onsite reflector works
fine. File downloading from remote sites works too.

Can anybody diagnose the problem and recommend a solution?
My system administrator wants also to know whether CU-SeeMe
uses UDP or TCP and what is its port number. He has
apparently been fiddling with source routing.
