Do I see the light?

I've read the FAQ's, now I think I have seen some light. My first question
will be somewhat off-topic. The second will be on-topic. Bonus questions
may be added without warning.

In order to take advantage of the MBONE, you have to set up MROUTED, and
make an arrangement with your regional provider to hook up to their leg of
the MBONE (to avoid going through to another place on the net and creating
unnecessary traffic). We will not receive any MBONE packets until that is
done, but once we do, we either will: (unsure, help me out here...)

1] Receive all traffic down the MBONE (that doesn't exceed TTL) into
our own network, like it or not.

2] Receive only what traffic we ask to receive down the MBONE (as in,
if we are participating in something, we will receive the
appropriate traffic, otherwise, traffic we're not using is not sent
to us).

I believe it is the second one, but let me know if I've got it dead wrong.

The second question is that I have installed a reflector with the
multicast option enabled. If I am not on the MBONE, will our packets
die before reaching the backbone? (We're currently on MIDNet, and we're
switching to SprintNet soon, if they has any bearings, other than to hold
off on making MBONE arrangements.)

*** BONUS QUESTIONS:

If our multicast packets do die before reaching the backbone, would it be a
good way to make sure that a reflector is only used within our own network?

Would a device like a Livingston Portmaster know what to do with
multicast packets for SLIP/PPP connections under it?

My network books give very little treatment to (read: none other than the
existance of) class D addresses (a pure 28 bit ID). I am going to need to
fool with those in any way?

For purposes of clarity, I will draw a picture of our current network:
