REMINDER: Reflector online

Since the list has been refreshed I thought I'd remind everyone, and tell
the new folks, that the IBM Global Network CU-SeeMe reflector has been back
online and stable for a few weeks.

It's called REFLECTOR.IBM.NET

It's publicly available.
It has conferences 0 and 1 configured for best performance. (Use 0 unless it
tells you it's full)

You must make your settings:
Max Transmit rate = 40kbs or less
Min Transmit rate = 10kbs or less
Max Receive rate = 40kbs or less
Min Receive rate = 10kbs or less

**WINDOWS USERS**
if you're only a lurker (no camera) you need to edit your
c:\windows\cuseeme.ini file and edit the [Flow Control] section to make
the MaxCap and MaxRecvCap 40 or less, and the MinCap and MinRecvCap 10 or
less otherwise you get kicked off.

THIS IS IN THE INTEREST OF NOT WASTING BANDWIDTH.

I've found the optimal settings for a 28.8 connection to be:
Max Send 10, Min Send 5, Max Recv 25, Min Recv 10
