Mac 7200 connection issues

I am on an Apple PCI Power Mac (7200/90) and am accessing via a PPP
connection at 28.8 bps with Netscape 2.0 and CUSeeMe 0.83b3 ...

but whenever I enter an address from the CUSeeMe reflector pages the
response is always 'No Reponse from <site number> ...'. Does this just
mean the site is down or is there something I am missing?

I am not sub'ed to the list and so would appreciate a private response
to niebling@execpc.com.
