Assume the "primary" reflector is quebec's, and the other 2 would receive the
broadcast from the primary reflector. I've excluded the MOTD, and other
extraneous reflect.conf data.

Broadcast source IP addres 100.1.1.1
Quebec reflector IP address 100.1.1.2
Manitoba reflector IP address 100.1.1.3
BC reflector IP address 100.1.1.4

reflect.conf.quebec

NO-LOCAL-SENDERS
ADMIT-SENDER 100.1.1.1
ADMIT-BCC-CLIENT 100.1.1.3
ADMIT-BCC-CLIENT 100.1.1.4

Start the quebec reflector with the -broadcast switch.

reflect.conf.manitoba
NO-LOCAL-SENDERS
OBTAIN-BCC 100.1.1.2

reflect.conf.BC
NO-LOCAL-SENDERS
OBTAIN-BCC 100.1.1.2

That ought to do it for you.
