Assuming the sender's IP address is 1.2.3.4

If it's a Public 4.0B3 reflector:

CONF-ID 0 Use conference 0
//
NO-LOCAL-SENDERS
ADMIT-SENDER 1.2.3.4

For a White pine reflector:

CONF-RECV-ONLY-ID 0 This is the heart transplant!
//
CONF-ADMIT-SENDER 0 1.2.3.4
