Video Cards

Hello all.

I will be purchasing a new computer in a month or two. Actually I am
building my own (PC flavor). It has been a while since I bought a video
card, and I am not sure what I need. Let me explain a little.

I found a TV/PCI video capture card for around $150.00. I was able to read
the manual. It states that it needs a video accelerator card. Ok heres the
dilemma. The card I was intending to get was a Cirrus Logic PCI 2Mb SVGA
MEG card for around $60.00. The Diamond Stealth cards run for about $120.
Which is better for video conferencing?

Also what/how does a video accelerator card work. Whats its benefit over a
standard SVGA card.
