We have a *manual* registry of reflectors. Anyone who wants to start up a
reflector for low-bandwidth users is welcome to register it with my list.
I put notes at the top of each release so that Barre and other
list-maintainers get the changes. Steve even proof-reads each list :-)

If you're talking about an automated routing system, whereby users are
pointed in the direction of bandwidth-appropriate reflectors, well, that
could be done, but we'd need to do a lot more talking and planning.
