Impossibly slow video send on Perfoma 6227

I've a Performa 6227 with 28.8 modem, using Cornell 0.83b3 and
Enhanced 2.0.0b demo. I receive video with no problem, but I cannot send
video without considerable loss, rendering my video send to only fill 1/4
of the window on the reception end. I've tried a variety of transmit and
send settings, connected 1-1 and to refs, but to no avail.

Any ideas?
