Processing requirements on 2.0 Mac

Does anyone know if the 2.0 Whitepine version uses a lot more processing
power when it is connected to the internet than the Cornell version does?

My problem:
I have a 6115/60 Power Mac which used to run 0.8x just fine, the I upgraded
to 2.0 and there is now about 30 seconds between mouse clicks, no chat and
almost no transmission or reception (about 1-3 kbps each).

I "boosted" my system to 80MH and added a 256k cache, which cut the time
delay by about 60% (still about 15 seconds between clicks). If I freeze my
video, then reception improves to about 15kbps and there is some hope of chat.
Turning off the users list helps as well.

I used to be able to function at the modem limits when I just had 0.8x versions.

Is it CUSM or is it some interaction with CU and 7.6.1 and open transport?
(I am running 7.6.1, 24M RAM, ~80MH 256k cache, 28.8 modem, settings 10 min,
26 max, max receive 100).
