Mac version start-up error.....

I just downloaded CU-SeeMe 0.87b3 for my PowerPC Mac (okay, it really is a
Motorola Starmax Mac clone). Anyway, when I double-click on the
application to start it, I get the following message:

Can't Open MacTCP

And my only option is to click on a button labelled Quit Now. I've tried
to look up the Mac Technical Help page on the web, but either it doesn't
seem to exist or doesn't like Lynx browsing. Anyway, can anyone help me
out? I can provide more specs about my machine as well...
