Reflector sends a different rate to each "standard client," where "standard
clients" are Mac and PC applications (but not nv, Maven, vat, or other
reflectors, which are unthrottled). The rate is achieved simply by
dropping random video packets, and dropping all audio packets whenever the
rate is below what is required for that encoding. Of course, this leads to
distorted video, but it shouldn't be much worse than what people were
experiencing as a result of loss in the net.
