CU won't find my SE100

I'm running cu-seeme on WINDOWS for workgroups. I have no trouble
receiving video, BUT am UNABLE TO SEND VIDEO because the "I will
send video" Check Box is grayed out when try to Connect, (the Video
Format option under the File Menu is also grayed out. Also there does not
appear to be a "initializing pallete" status message at startup.
I assume the problem is that cu-seeme somehow doesn't know I have a Video
Blaster.

I have tried several versions of msvideo.dll
The Video Blaster seems to work fine with other applications.

The system is as follows:
Windows for Worgroups 3.11/
486 DX2-66/ 16 Mb RAM/ SCSI HDD/ S3 el'cheapo graphics card/ Video
Blaster SE100/ SMC EtherCard Plus running Microsoft TCP/IP-32 3.11a
