The 3.1 CUSM Client bandwidth manager works "in conjuctuion with" the
mandwidth manager in the 3.X MPCS. They don't actually speak to each other,
nor are they optimized for use with each other. They simply augment each
other. Much like putting an accelrated video card on your Pentium
motherboard. The board doesn't know anything about the card or it's
capabilities, but since both pieces are very fast in and of themselves, the
user sees a dramatic speed improvement.
