How to ensure that you can talk to a particular recipient?

I would like to thank all the members who have responded to my previous
question of video device through parallel port Vs capture card. The
responses provide a nice review or reflection on this issue.

My follow-up question is:

If I have only one parallel port, the Win 95 may sooner or later, as said by
one of response, that fail to recognize the video and printer device. But
can I solve this problem by doing teh plugging and un-plugging BEFORE
turning on the computer?
