I don't know whether this is true.
Try to go to the control panel & click the drivers button.
Install a new driver.
Select the from the driver list 'Video Blaster FS200..."
and reinstall the driver with the current driver.

Your drivers list now should have a extra line stating that
'Video Blaster FS200 capture board...'

Tell me if this is not working. I'll try to figure out why.
BTW, I just install the FS200 card and is working properly with the FS200
software but not with CU-SeeMe.
Is your installation working with the FS200 software?
