Q: Codec to convert 16 & 24 bits to 4 bit

Hi,

A while back there was some information about a codec written by
Michel Carleer that will convert 8, 16 & 24 bits to 4 bits format for
CU-SeeMe. I would like to know any latest info. on the development
of this codec.
