No, this is not true. An IP address can be assigned dynamically (by KSC)
when you begin your internet connection. This is the IP which will be used
for that session only.

The only problem with dynamically assigned IP addresses is that you cannot
give your address to someone and have them "call" you during a later
session as your IP address will most likely have changed. This is the only
drawback.

Many internet providers have attempted to DISCOURAGE CU use, since it is a
rather intense user of Internet bandwidth. But don't be fooled, there is no
reason why you should be precluded from using CUSeeMe.
