This is because you are using a modem on a dial up line.
You get a new IP adress each time you dial in, because each time you are
on a different
modem at your supplier.
Some suppliers can give you a fixed IP adress at extra charges.
You can contact your supplier for that.
But generally most people are on a non-fixed IP adress and it really does
not
matter.
