Yet, there are ways to assign perminate internet addresses to users
by user id (and one class C is more than plenty for thousands of
users when you do it as described in the IETF documentation.)

You use the 254 usable addresses in the class C subnet to handle
gateway/host machines.

The way I'm setting up to do it for my customers anyway.
