confused about the max transmission?

I'm a little confused why when I set the max transmission to 100 kbits that
the actual videa window says cap of 30? I read something about packet loss
resulting in a lower cap but would like a better understanding.

One other question: Why is it that when two people are talking and both
have caps of 200 kbits that my machine only transmits at 30 kbits/sec and
the other machine transmits at 170 kbits/sec. Why are both machines
transmitting roughly equally. (assuming similiar movements).

Hope these questions are clear.

P.S. I also heard something about .87 being released, is this true?
