Windows Frame Rates

OK, first forgive me for what may seem a naive question ...
I'm a newbie to CU-SeeMe, but consider myself to be
generally computer literate. Here are my stats and
question:

Dell 486/66 12 Meg RAM
Windows for Workgroups 3.11
CU-SeeMe for Windows W0.70b1
Internet PPP via Chameleon v4.5
Zoom Internal 28.8K

I'm currently in receive-only mode (soon to change),
but get primarily video at extremely slow frame rates (0-1
fps). This is true whether I see one window or 6 windows.
Many times, the initial picture doesn't even fully
display. I haven't tried one-on-one video yet ... only
accessing reflectors for now. I expected slow
frame rates - even with 28.8K - but is this normal?

(I also get virtually no audio - only occassional static -
but figure one dumb question suffices for now.)
