To TCP or not TCP

**New subscriber on the block**

I'm working on a design for my honours project - "Desktop Video
Conferencing for the Intranet", and have an interest how CU-SEEME works.
I was surprised at first to find out that CU uses UDP, I hadn't
considered it because of the additional coding for lost packets and
wrong ordering etc.

Can anyone answer these questions for me?

1. Was UDP used because of performance reasons? And is the performance
issue only important over the modem link - since i will be targeting the
predominately network based solution?

2. Is TCP such an additional overhead to the internet network that CU
decided that UDP would be less obtrusive?

3. Am I barking up the wrong tree?

I believe there are some techies on the list as well as some CU people,
and I hope they can help me before I make a wrong start!!!!!!
