Help with Video-Phone

I have a Compaq Video Phone. It was $49.95, supports up to 12 frames
per second and offers 176 * 144 pixel resolution. It is H.324
compatible and uses USB. I'm new to conferencing and have not yet been
able to get it to work (send or receive video) with any of the popular
software. (I can, however, use software and see myself.) I have tried
CU-SEEME, Connectix, Intel Video Phone, as well as a few others.
Does anyone know what the problem might be? Could it be the H.324
standard? Is H.324 rare? The way I understand it, the software I'm
using must support H.324, and the person on the other end needs to have
an H.324 compatible video phone.
