If you need a T1 to use the program, it will be a long long time
before most potential users can try it. Large corporations, governments and
some universities have had video conferencing for years. The gap is for
something cheap, something for the masses. The priority should be for low
bandwidth, and flexibility. So, say send one high definition colour frame
and then switch to black and white. Switch to high definition low frame
rates when the other end needs to see detail.
