Are blue screen effects possible?

A friend and I are considering (among other things) doing live news shows
geared toward our campus (Rice U.) community on a daily or weekly basis, to
be broadcast via our own (linux- or windows-based) reflector. Anyway, I have
not bought a video capture card, but I do have a camera. My question is:
Since we will be limited to broadcasting behind the helm of a desktop PC in
my dorm room, would it be possible to lend an air of professionalism to this
newscast using a blue screen in the background in order to superimpose our
bodies over a still shot of a newsroom, or even another video source? Is
this possible? Does CU-SeeMe require a live video source? Can it transmit
mpegs or AVI files? If so, I guess I could record the whole thing, edit it,
and then send it.
