28.8 connection?

I am a current user of CUSEEME (latest version), as well as a 28.8 FC baud
modem. Unfortunately, my service provider accepts only up to 14.4.
Assuming they accepted 28.8, would the audio/video be smoother? How would
it compare to the audio/video quality in the "direct connection" to the
internet? Thanks in advance, and hope to hear from many. :)
