The rule is: convert your local time to 24-hour format; add (during
Daylight Saving Time) 4,5,6,or 7 hours for Eastern, Central, Mountain, or
Pactfic Time, respectively.
This will convert your local time to Universal Time Coordinated/Greenwich
Mean time. Conversion in the other direction, and procedures for non-DST
portions of the year are left as an exercise for the reader (holy cow, I've
been in graduate school too long!)
