This is, in fact, available in version .83b1 for the Mac. The default
behavior is "audio over video." Audio is always transmitted as it
generated; then video gets whatever bandwidth is left over (to stay under
the cap). If you want "video over audio," then you need to manually reduce
the bandwidth consumption of your audio, either by choosing a lower rate
encoding (e.g., 16 Kbps Delta-mod) or by not talking.
