A legal question.

Hello all,
I am wondering if anyone knows what the current legal
climate is regarding unauthorized use of computer resources.
Or to put it more succinctly, what course of action can I take above
and beyond sending an E-mail to the sys admin of the ISP of a
person who has managed to gain access via telnet to the reflector
controls?
I caught him, banned and removed all entries of course, but I am
still pretty angry about it. Seems he uses the same ISP as one of my
refmons, and managed to find out the password somehow (this I am still
trying to
figure out).
The nature of his actions which included crude sexual remarks to women via
herald, but usualy posing
as someone else, and kicking of people so that he could gain access (why he
didn't just give himself
an allow I do not know) have left me pretty angry.
So my question is:
Can I demand to be told who he is by the ISP?
Do I have any course of action at all before or after contacting his ISP?
I am open to any sugestions at all....
BTW his user name on CU is LouSir running from albany.net (206.72.xxx.xxx)
