I've had the same problem, under Win98. In my case, I needed to make my
dial-up adapter the last adapter that Windows sees. The trick that worked
for me was to remove the dial-up adapater and then reinstall it. It then
became the last adapter (i.e.: the last to appear when I ran IPCONFIG) and
everything was hunky-dorey.
